Its time to face reality, stop living beyond your means and pay off this debt. That unfortunately means cutbacks (yes democrat cutbacks) and taxes (yes mr republican taxes).
I usually agree with the terminator but sometimes I think we need to go through this pain to reap some lessons. Too many democrats have been sitting too comfortably in the California legislature. This is why we can't just borrow and spend, it doesn't work. Either tax the people or cut the program.

The normal credit channels they go through have been frozen, so they cant get the cash from the banks. Since the banks are not lending the money, California is going to the feds. If this $700B bailout "works," then California will just get the money from the banks, and not need the money from the feds.
Many states pay for many services through credit until the money from taxes start to roll in. The only reason you're hearing about it is because of the credit crunch. The states were foolish enough to allow the Federal Reserve to print money.. this puts the state governments in the same situation as all businesses and individuals... their money can be devalued out from under them and the economies can be destroyed first by inflation and then by deflation.
