I don't agree with Soros' position that regulations from an International body are the solution. However, LaRouche's article cherry picking a few quotes and tossing in some insults isn't much of a rebuttal.

So, this sort of attack is to be expected. Soros' opinion that the turmoil in the Middle East is largely due to US Foreign policy is of course correct, and this doesn't make him any less American - in fact it's every American's duty to challenge the status quo and the accepted norms because we are a free country (and so is Britain and most of Europe by the way).
