Depends, since someone may have a concealed weapon for safety, and the fact that they are in a vehicle may have nothing to do with transporting much of anything, If anything the law needs to be changed if people want concealed carry.

I ride a motorcycle quite a bit, and wanted to shoot a gun at the range, and figured "what the heck, I'll take my bike". I asked a some people at the firing range about what if I wanted to take a shotgun somewhere on my bike, and there was a local yokel there.
He had no idea how to correctly answer, but figured if he were to pull me over and I had it strapped to my back loaded, I'd be going to jail. If it wasn't loaded and I couldn't put the ammo in it while riding, it'd be ok.
