The problem is that a message meant to stop rebels will usually make the regular kids feel alienated and uncool. "Drugs are everywhere? I'll almost certainly be offered some? Almost everyone knows someone on drugs? Then why am I not on drugs?!"
The only thing that will really work, in my opinion, is a frank discussion of why someone rationally shouldn't take drugs. If there's not much evidence that a drug should be illegal or not used by responsible adults, maybe the problem lies elsewhere. With this system, there would still be a significant number of drug addicts, but addiction seems to be a side effect of other societal problems, such as mental illnesses of all types and poverty. The "Rat Park" experiment illustrates this hypothesis.

It's true that the car would be better off being sold and using the money for something useful, but it's possible they didn't purchase the whole car.
