The first "progressive" President is Theodore Roosevelt (and in fact, he later started his own party to run against Wilson and Taft which was called the "Progressive" party). Not only that, he certified that Taft, his handpicked successor, as a real progressive when Taft was running.
There's a reason why the era of politics that Roosevelt inhabited was called the "Progressive" era. The really funny thing about Progressives "seizing" hashtags is that Twitter is what really made tea parties take off. The ability to directly communicate through and around progressive noise is what enabled so many people to get in touch and organize quickly.
