__________________ - thescimitar, on 06/19/2009, -0/+12Looks like you're getting buried for a simple question, and the wiki article is unclear. Tilt-shift lenses have a mechanical system, depending upon the camera system, that allows the optical elements to be shifted from their normal, "fixed" position (in parallel) to intersecting positions. This has the effect of changing the depth of field (the area described as "sharp") from a planar appearance to a band appearance. In other words, instead of every object a certain distance away from the lens appearing sharp, objects appear sharp along a band that transects multiple distances.
There are many techniques and camera systems that use this. I owned one of the very nice Canon T/S lenses (which, true to their name, allow you to tilt the elements and shift the elements), the 90mm. T/S lenses for SLR systems tend to be costly.
Large format view and field cameras also use the same principle, but instead of the elements being housed in a lens body, the lens is placed on a board and the film plane on a second board, which can be put at a wide variety of angles in opposition to each other. This enables a technique known as "Schiempflug" (I may have misspelled that, it's been a while) where you can obtain incredible depth of field effects.

- thescimitar, on 06/19/2009, -0/+5Also - on your question about what "movement" means - this describes (in photographer parlance) the action of changing the angle of the elements in a T/S lens, or literally moving the lensboard on a view/field camera. Thus a "movement" doesn't describe movement of the image, but rather, movement of the elements/board.
The whole principle of this effect doesn't have anything to do with the time lapse, it is a technique and technology that is used with still or motion images. It's a common problem with wikipedia, things are written as though you have a background in the field and the wiki explores the more technical aspects. There should be a first section designated "dummies" that gives a really quick and dirty synopsis for the average 6th grader.
