From the videos (since I don't know the language I am just speculating) I would assume that much of the heckling was because she was being led away by police. The problem wasn't the miniskirt. The article fails to mention she wasn't wearing any underwear along with the miniskirt, thus exposing herself. At least thats what was reported.

She had to be escorted out of the university by the police. After a few days the university decided to expel her reasoning that she was not dressed properly. Now there's a lot of controversy about the decision and they might be forced to accept her back. She's suing the university (a crappy one by the way).
She became some sort of celebrity, all around the news and the interwebs.
I have no idea how this happened. I went to university in Brazil, lived my whole life there and never saw anything like this. So it's ok if you are a naked woman parading down the street being broadcasted live to the whole country, but not if you are sitting at the beach sunbathing topless. Go figure.
