To the Editor: I read with great dismay "Argentine Nights" (March 16), which posits that Buenos Aires has been “transformed” into an artistic and cultural mecca by expatriates from the United States and Europe. It may be helpful to recall that Buenos Aires and many other destinations featured in The Times have their own centuries-old cultural heritage, including numerous scholars, artists and authors.
To suggest that Americans are needed to make a place better is indeed unfortunate.
