The hard part with women will be their need to accept that if they do not wear clothing, men will look at them. This is especially the case if there is a worker nearby, whether he be a state worker or lifeguard. The biggest issue with nude PUBLIC beaches is that the entire public has a say about what is allowed on public property...so if conservatives complain enough (and they usually do), it will never be allowed. It doesn't even matter if the majority of people in the area aren't prudes.

This all dates back to LONG before cars. People on horseback on narrow dirt roads needed to be armed and able to protect themselves. The vast majority of people were right handed, so carried their sword on their left hip, and fought most effectively on the right side of the horse. This lead to people naturally riding on the left hand side of the road while passing each other. Pistols are also easier to shoot on the right hand side instead of crossing your body. Later, because of the same reason, carriages were built to ride on the left hand side. How were they built on the left hand side? They only had one door, on the left hand side of the carriage. Later, with comprehensive policing, roads became safer, and this was not necessary, but the carriages were still on the road when the first cars appeared. In fact the cars were greatly outnumbered for a decade. The left hand side was the only sensible option.
The biggest question is why the French (the inventers of the car) and later the Americans decided to drive on the opposite side of the road.

As far as I know, only Iran and Taliban-controlled areas enforce Hijab by law, and I don't think either of them will execute people for "going outside" without one. Because it's forbidden to be open and honest with who we are as sexual beings AND functioning members of society, we have to live those lives separately from one another.
