If such a program even existed -- and I sincerely doubt it does, there would still be a plate issued. It'd just be a plate that let you lookup less info at the DMV than normal ones.

I'm questioning the part where they say they randomly removed the license plate of a parked Mercedes to check the bar code. I've been driving my new car for 2 years with no plates and the only time it's ever been in question was when I got pulled over for something unrelated. Even then the only punishment I got was that I had to pay a $10 fix it ticket then put my plates back on for a day while i went down to the police station to have the ticket signed off on.
