You are correct that a vector-based presentation layer enables smoother scaling. Early implementations of Longhorn called for just such a PL. It was code-named Avalon.
When doing a simple screen zoom (like the one discussed here), the pixels are just magnified, so the vector nature of the presentation layer doesn't come into play.
Avalon may or may not work in Vista the way you saw in that early demo. A lot has changed since Microsoft first announced Longhorn over five years ago (two months after OS X actually started shipping). At the moment, Windows XP still uses the old bitmapped presentation layer, like Apple did back in the 20th century.
Mac OS X, on the other hand, has been using vector technology since 2001.

"it's" is the subject. "It is": contextually we (the rest of us) know he's talking about the aforementioned scrolling feature. "it's" is also the subject "it" and the predicate "is" which forms a complete sentence. "not" is a modifier negating "it is". "really" is a qualifier.

- bebop717, on 10/12/2007, -0/+9That feature has always been there but it had to be turned on in universal access and the command on the keyboard was apple + option + "+" to zoom in and "-" to zoom out. It's great for watching videos online that don't zoom or movie trailers that only get so big.

Scrolling sideways with two fingers on the trackpad controls the cover flow (one finger scrolling adjusts the position of the UI in the window.)
