On the show, Kramer mooches off of Jerry for nearly everything, and would likely mooch off his phone service too. The picture is based on the episode where Kramer posts up pictures of everyone in the building. Jerry gets surprised by Kramer and so has an ugly picture posted, the same thing in this image happened with Kramer's phone. Some phones show pictures of the person who is calling if you want them to. Jerry is calling Kramer, that's his number at the bottom.
