It said the contest would stop at that point, and a winner would be chosen at random from the entries up until that point. Can they even legally change the rules after the contest begins? I'm going to see if i have a copy of it in my cache or something to compare the wording.

EVERYONE who downloads an app between now and the 1 billionth download gets an entry. In addition, anyone can enter just by filling out a form on the web site, without downloading anything. Then, after they hit 1,000,000,000, they choose one of the entries at random.

Granted Touch users cannot take advantage of all of the apps but a fair amount of them are available.
