I think it's more likely that his political progress has been minimized if not inhibited to prolong our occupation of Iraq. We gave them democracy, they elected al-Maliki to lead them, and he wants us out. If we wanted to stay this long, we should have just installed a dictator (like we did in Iran and Panama).
