It would be like you not paying your landlord your rent money, even though you had piles of cash sitting there. The other thing that people like this tend to do is ignore any late fees attached to bills and just pay the bill - very late - but with no interest attached. (See: WalMart). They get away with it because it's a bigger hassle for someone to try to fight them for it than it is to just let it slide.
